It seems the sound theme has changed with gnome 2.28.1, has anyone noticed
this? For example, with the default theme and the enable window
and button sounds box checked, there is no sound when a window is
maximized. Is it possible to configure the sounds individually? Where is
the control located? Is it possible to change sounds and their
associated events?

Sure. You just need to create an appropriate named sound file in
either /usr/local/share/sounds, or in ~/.local/share/sounds.
Alternatively, you can create your own sound theme using the XDG sound
theme spec:
